The popular North Berkeley tapas emporium opens a trendy yet inviting incarnation on Piedmont Avenue, and this is as close to la vida España as it gets in the Bay Area. An array of eclectic wine and spirits plus a studiously authentic tapas menu make César an instant hit. You can’t go wrong with the tabla pequeña, patatas bravas or boquerones and crab profiteroles. If it’s on the menu, seek out the trucha la Navarra ($9), velvety strips of rainbow trout paired with a few ribbons of sliced jamón serrano. Diners may encounter a few duds, but hits far outweigh misses. If you can ignore English as the dominant language, it’s not hard to pretend you’re dining out a happening spot in Madrid or Barcelona.
